i have answered many questions similar to this. the best teacher would be a real teacher, to show any mistakes or bad habits that may occur. if not, a book or dvd. if not, a website. what is what you are looking for. for learning chords, go here http://www.guitarchordsmagic.com/
learn to read tabs, then go to http://www.ultimate-guitar.com/ they also have lessons there to. they have a million guitar tabs and some are very accurate.
someone already posted this, but this is what i first learned when a got a guitar http://www.youtube.com/watch?v=5dSp79TDWoc it is the first one on his series. you could check his other videos for his other lessons.
other good sites are http://www.youtube.com or http://www.expertvillage.com they both have great how to videos.

First off I dont think that one website will teach you everything. If I were you I would start off with some youtube videos to learn how to simply strum a note correctly. Then check out some tab websites like 911 tabs. The most important thing in learning guitar is to have passion. Theres alot of songs out that there that even a complete novice can learn to strum in a day or so. So keep challenging yourself and youll get good in no time.
